Resolving issue in intelliJ Ultimate where the settings menu refuses to open.

This issue is caused by the docker module. Basically it's erroring out on not being able to connect to Docker.

While you cannnot get to the plugins menu within a project. If you close all projects the base project loader can get to the plugins directory. All you need to do from there is disable Docker. It may take several attempts. At least it did for me.

Once you have disabled docker you should be able to open a project and get to the settings menu.
